Where is the best place for Veterans to live?

We just started living in an RV and traveling around so we’re not tied to any one place. My husband is an 80% disabled veteran and we need to know the best state for veterans to make our home base for his appointments and such. What states are most likely to approve claims, have a full hospital since he is usually admitted 2 times a year at least, and be up to date on the latest Desert Storm treatments. What kind of other benefits do they offer too, like Utah has discounts on car registrations and Texas offers land grants to veterans.
